HackRF Package Definition for Guix

I submitted the package patch officially:

https://debbugs.gnu.org/cgi/bugreport.cgi?bug=38650

The package appears to be working correctly on my x86-64 PC. Note that you will also want to add the package as a system service as described in the above link.
